I don't see how this has anything to do with feminism. I'd be quite annoyed myself. I'd be extremely annoyed, to be more precise.

The feminist angle comes up in recognizing that the issue is more about the institution's lack of ability to provide a system by which your colleague or student who is bringing the baby to the office could leave said baby in affordable daycare.

In the meantime, not only does the baby's parent have to deal with the realities of lack of daycare, but clearly others have to suffer the consequences as well. This is a perfect example of the larger level implications of bad childcare policies and lack of viable options. Very annoying for sure!
